minimal tech: proj 5, shooting speed 5, no planet science, inserter capacity 2, 2+ cargo bays

works but sloppy and no tech scaling yet: fix crusher circuit then rear logistics

set speed based on tech, allow option for quality chem plants at high damage tech, wait at planets for ammo production to catch up

test safe tech level for uncapped speed then safe speed for lower tech levels (start proj 5 shooting speed 5, add proj 6, add speed 6, add further proj), low end probably 50 - 60 km/s
